Executive Appointment
Oddball has appointed Kathy Klapacz as its new chief operating officer, GovCon Wire reported. In this role, Klapacz will lead the company's operational strategy and execution. Her responsibilities include strengthening coordination across Oddball's delivery, engineering, and growth divisions. Marybeth Wootton, chairwoman of Oddball’s board, noted that the appointment is intended to support the company's continued scaling.
Extensive Federal Health Experience
Klapacz brings more than 20 years of experience, during which she has managed organizations with over 400 personnel and led federal portfolios valued at more than $100 million. She recently spent nearly two years as vice president of programs and delivery at J29. There, she managed approximately 200 full-time employees and oversaw a portfolio spanning the Centers for Medicare and Medicaid Services (CMS), the Department of Health and Human Services (HHS), the Department of Homeland Security, the Department of Labor, and the Defense Health Agency (DHA).
Before her tenure at J29, Klapacz spent over seven years at Ventech Solutions, where she rose to chief operations officer. At Ventech, she directed a major cloud transformation that migrated CMS systems from legacy data centers to AWS GovCloud and managed support services for the CMS Healthcare Quality Information System. Her earlier career includes deputy program manager roles at ActioNet supporting the CMS Innovation Center, as well as positions at Navigator Management Partners, Mav6, and Northrop Grumman. Klapacz holds master's degrees in project management and business administration from the University of Maryland Global Campus and a bachelor's degree in industrial engineering from Penn State University.
Strategic Transition and Growth
The addition of Klapacz comes as Oddball repositions itself to pursue larger, longer-term federal contracts. Chief Growth Officer Tony Meyer previously indicated that the company has outgrown its small business status. Consequently, Oddball is shifting its focus toward full-and-open competitions, larger programs, and new clients, including the Department of War. This transition means the company will no longer pursue small business set-aside contracts, such as the Department of Veterans Affairs' SPRUCE program.
To prepare for future procurements, the company is building Oddball Labs, an innovation unit focused on developing new capabilities. Oddball, which is backed by the private equity firm Falfurrias Management Partners, has been led by CEO Rob Silverman since November 2025. Silverman joined the company after spending 23 years at Booz Allen Hamilton.
